Dear Secretary Norton:

As you are aware, Americans have practiced the principles of conservation 
for more than a century.  < INSERT COMPANY NAME> abides by the same 
philosophy and because of this, supports the efforts of California 
Natural Resource Group (CNRG). 

Like CNRG,  believes that the intent of the Endangered 
Species Act (ESA) is to adequately and appropriately balance the many 
competing needs facing society.  We believe and are committed to pursuing 
solutions aimed at protecting species while sustaining viable communities 
for future generations.

Unfortunately, recent ESA-related issues such as critical habitat designations 
across California and the United States have extended federal land-use 
jurisdiction under the ESA to tens of millions of acres throughout the 
United States-often to areas not even occupied by a threatened or 
endangered species.   believes the federalization of 
land use through the enforcement of environmental laws such as the ESA 
inevitably  result in a "one-size-fits-all" policy of failure.

Oftentimes, environmental concerns are local in nature and should be 
addressed as such.  Invocation of federal jurisdiction has profound impacts 
on human activities in local communities.  Currently, the families struggling 
to survive in the Klamath Basin are the latest examples of the "human impact" 
caused by the misapplication of the ESA.  

Based on our concerns with such issues as the designation of critical habitat, 
 joins CNRG in urging you to consider ways of improving 
the implementation of the Endangered Species Act (ESA) to ensure that the 
letter and spirit of the ESA - protecting species while addressing human and 
community needs - are carried out by the Department and the U.S. Fish and 
Wildlife Service.
